Abstract
The study dealt with organizational structures and their role in implementing
strategic planning by applying to the Ministry of Higher Education and
Scientific Research. The problem of the study was that the performance of
workers in the Ministry of Higher Education and Scientific Research is not at
the required level, and this may be due to the lack of interest in the methods of organizational structures, which negatively affects strategic planning
significantly.
The study aimed to study the relationship between specialization and strategic
planning, knowing the impact of formativeness on strategic planning, and the
relationship between centralization and strategic planning, and then knowing
the formal relationship with strategic planning. The study followed the
descriptive, analytical, historical, and statistical method. Among the most
important results of the study, it was found that there is a relationship between
normative and strategic planning at the Ministry of Higher Education and
Scientific Research. There is a focus on the principle of specialization in jobs,
as it helps to facilitate oversight. The applicable labor laws contributed to
taking appropriate corrective measures and controlling the behavior of
employees in accordance with organizational laws.
The study recommended a number of recommendations, including continuing
to work according to organizational structures in institutions because it helps
to adapt and adapt to the conditions of their internal and external environment,
work to overcome the difficulties and material and human challenges facing
the process of organizational structures in all its stages, work to spread the
