Abstract
The research aims to introduce the concept of total quality management, its importance, philosophy, conditions for its application in higher education institutions, its most important requirements, and its most important common elements. And the difficulties facing the application of total quality management in higher education institutions. The most important challenges facing scientific research in the higher education sector, the obstacles that lead to weak outcomes. The research objectives were verified by adopting the descriptive analytical method, where a theoretical framework was formed through a desk study after reviewing Arabic references and periodicals. The research concluded with several results, including: continuing to bring about change and improvement and adopting the approach to total quality management.
