Abstract

The Libyan industrial sector workforce faces multiple challenges due to the lack of a vision to invest natural and human resources in developing the sector and prioritizing its development in pursuit of its goals, the most important of which are diversifying sources of income and creating job opportunities. However, its impact on economic diversification remains limited. This is due to the decline in the development program and its lack of regular continuity. The discrepancy between the failure to complete development plans, their suspension, and the shift toward annual allocations has led to the loss of an organized, sustainable development program. Furthermore, the sector lacks a trained and qualified workforce, which has largely not been subject to competitive selection but has relied heavily on social relationships. Consequently, it lacks competence, experience, and skill, resulting in a weak administrative system, causing significant losses in labor productivity and capital. Furthermore, the sector relies on oil revenues to finance its programs, which fluctuate from time to time. This has delayed the supply of spare parts and raw materials, most of which are imported from abroad, and the development of the workforce and the improvement of its skills and training, both domestically and abroad. This has hindered the implementation of some plans and projects related to the sector, despite the sector's efforts. The private sector has been trying to return to the business environment and overcome the difficulties facing it, but it has remained weak due to the lack of clarity in its objectives for developing the industrial sector in Libya.
