Abstract




The research examined the previous stages of urban planning in the city of Sabratha, specifically the first stage in 1988 and the second stage in 2000. It employed a descriptive and analytical methodology to understand the objectives and principles of these stages and analyze the land use in the city. The research yielded several important findings, including the lack of development of the current city plan and the absence of a new plan after the second planning stage in 2000. It also identified illegal and inappropriate land uses, along with unauthorized changes in the function of certain areas. The researcher relied on diverse sources to gather data, including desk research such as books and scientific studies, as well as unpublished technical sources like reports and official documents. These sources were used to provide a strong theoretical foundation and clarify the current reality in the city. Based on the findings, the research presented recommendations to address the planning challenges in Sabratha and improve the urban planning process. These recommendations include potential solutions to enhance sustainable development and ensure compatibility between urban plans and land uses. In summary, the research aims to understand and analyze the history and evolution of urban planning in the city of Sabratha, and identify the transformations and shortcomings it has faced. The research arrived at important conclusions and provided recommendations to improve urban planning and promote sustainable land use.
